Sir,

I have the honour to transmit for your consideration copies of two reports by the Postmaster-General in November 1899. Tel: 22th Nov 1899. No.3. 8302

in which he recommends certain additions to the staff of the General Post Office, over and above the additions and increases of salary which have been sanctioned by you and are to take effect from January 1st of next year. These recommendations have been strongly supported by the Chamber of Commerce, which has made a representation to this Government urging them to re-organise the staff of this Department.

2. In the first of these reports, dated November 10th, the Postmaster General recommends the appointment of seven additional Clerks, which will entail an increased annual expenditure of $3,840 rising to $5,520.

3. In the second report, dated November 13th, the Postmaster General recommends certain additions to the Marine staff of the Post Office, which will necessitate an additional annual expenditure of $2,208 rising to $2,448.

4. I attach a Schedule showing the details of the schemes, which, including the former recommendations already sanctioned in your despatch No.132 of 20th July last, will entail...
